Mr. Howley is Director of Asset-Backed Research for the Fixed Income Spread Opportunities team, bringing almost twelve years of fixed income experience with structured finance securities to the team.
Prior to joining Harbert, he worked at Standard and Poor’s where he began his career in 1993.
Most recently, he served as the Managing Director in the structured finance department, responsible for alternative asset securitization ratings.
Before taking over this area, Mr. Howley was the practice leader for alternative asset securitizations, where he was responsible for rating hedge fund and private equity securitizations, distressed debt Collateralized Debt Obligations (CDOs), mutual fund fee securitizations, as well as the 40 Act registered fund debt.
From 2000 through 2001, he worked in Standard and Poor’s Collateralized Debt Obligation group as the Analytical Coordinator for the US CDO team, analyzing a variety of CDO structures.
His structured finance experience began in 1998 when he joined the structured finance department’s synthetic securities team as a team leader focusing on synthetic repackagings, interest rate and currency swaps and various credit derivatives.
His first job at Standard and Poor’s was in the public finance department where he analyzed general obligation bonds, cash flow notes and various municipal structured products.
Mr. Howley holds a J.D.
from George Washington University’s National Law Center and received a B.A. in philosophy and economics from Villanova University.
He is admitted to the New York Bar.
